世民打算让无忌做右仆射，遭到了长孙皇后的强烈反对。长孙皇后虽说不问朝政，但在这件事上的态度却异常坚决。世民修订律法的决定引起了朝中新的争论。老臣们认为武德律恰当得体，没有修正的必要。而房、魏等人则坚持宽简律法，重在教化，而不是惩罚，说出了世民的心声。着手修订律法后，世民开始清除自己治国道路上的第二个巨大的障碍，就是各种名目的王侯贵族。世民重新宣布了封赏，许多朝廷老臣和皇亲国戚都对自己得到的赏赐十分不满。长孙皇后的异母兄弟长孙安业正是利用了他们这样的心理，四处与这些即将没落的王侯联络感情。长孙安业又在张婕妤身上下足了功夫，得到了这位太上皇妃的欢心。
