我国自古以来，历朝历代，无论盛世还是乱世，朝廷中都免不了皇亲国戚特权横行，欺压忠良。 “锦毛鼠”白玉堂在松林镇斩杀恶贼花蝴蝶之时，遇到为报家仇，刚从婚礼上刺杀新郎、试图逃脱侯爷府追兵的方素心，赠以随身信物“白玉老鼠”，指点她凭此前往芦花荡安身立命，白玉堂为救方素心和其弟小儒，不幸中了小侯爷派出的双煞的“五毒烟”，幸得展昭义助。包公升堂断案，小侯爷被削去世袭爵位，圈禁于安国侯府中，但其不甘受禁，唆使双煞杀害方素心以泄心头之愤。为救方素心，白玉堂不得不刀劈小侯爷……白玉堂向包公请罪，戴罪立功。 江湖上不断出现残忍奸杀女子的事件，更有王爷之女赵公主在内。凶犯留下的种种线索，均显示此些事件是白玉堂所为。皇帝仁宗为此非常愤怒，要包公等立即逮捕白玉堂。但是包公与“南侠”展昭对白玉堂的为人深信不疑，不相信白玉堂.
