彼得·格瑞森(迈克尔·道格拉斯 饰)是美国白宫的一名特工，心思缜密、动作敏捷的他是众多特工中出类拔萃的一员。一天，格瑞森的特工同伴被残忍杀害了，格瑞森经过深入调查后，发现新纳粹分子已经将一名卧底安插进了白宫，而同伴的死与他们息息相关。格瑞森果断地认为总统的安全正受到一些在暗处的邪恶力量的威胁。但就在他准备深入调查时，却受到了一个神秘人物的恐吓，此人不但对他与第一夫人萨拉·巴伦坦(金·贝辛格 饰)的秘密偷情知道的一清二楚，还将谋杀案的罪名嫁祸于他。
