朋友啊，安息！
为了救被警察逮捕的老朋友坂口（林隆三饰），新藤（藤龙也饰）出现了。与警察勾结，支配城市的下山（佐藤庆）打算收购坂口经营的酒店“自由旅馆”。新藤以“Freene”为根据地，与坂口的情人志摩（倍赏美津子饰）等在那里生活的个性人士进行交流，与下山一伙的压力对峙……
